2016

HB4001: Modifies conditions under which landlord may terminate month-to-month tenancy after first year of occupancy.

2017

HB2724 Enrolled: Directs Housing and Community Services Department to develop and implement Rent Guarantee Program to provide incentives and financial assistance to landlords that rent or lease to low income households by guaranteeing payments to landlords for unpaid rent and for eviction and property damage costs within certain limits.

HB2912: Establishes Affordable Housing Land Acquisition Revolving Loan Program within Housing and Community Services Department to make loans to eligible organizations to purchase land for affordable housing development and to provide supportive services to residents and low income households.

HB3063 Enrolled: Requires Housing and Community Services Department, in collaboration with Oregon Health Authority, to disburse moneys in Housing for Mental Health Fund for development of community-based housing, crisis intervention services, rental subsidies and other housing-related services for individuals with mental illness and individuals with substance use disorders.

SB0871 Enrolled: Authorizes establishment of programs by cities for demolition of residences or residential buildings.

2019

HB2662: Requires Housing and Community Services Department, in certifying tax credits for affordable housing loans, to give priority to projects that develop affordable housing for sponsoring entities' employees who are direct care workers or human service workers.

HB2663: Requires Department of Consumer and Business Services to review state building code for purpose of identifying provisions that unnecessarily prohibit, restrict or create disincentives for conversion of single-family dwellings into structures with two to four dwelling units designed primarily for permanent occupancy

HB2664 A: Extends sunset for tax credit for closure of manufactured dwelling park.

HB2811: Exempts from taxation amounts received from sale of real property to housing authority or community development corporation.

HB2812 Enrolled: Expands Housing and Community Services Department's use of Home Ownership Assistance Account to support households with below area median income and to support organizations' homeownership programs with any percentage of home construction or rehabilitation costs.

HB3116 Enrolled: Requires counties with population of 650,000 or more to use proceeds from sale of foreclosed property to reimburse municipal liens against property for utilities improvements or seismic rehabilitation.

HB3181: Allows defendant in eviction action to apply for order setting aside judgment.

HB3349 A: Disallows, for purposes of personal income taxation, mortgage interest deduction for residence other than taxpayer's principal residence, unless taxpayer sells residence or actively markets residence for sale.

HB3358: Increases state transient lodging tax rate and provides for transfer of moneys attributable to increase to county in which taxes were collected.

HB3359 A: Establishes Vacation Occupancy Task Force.

2020

HB4002 B: Requires Portland State University Homelessness Research and Action Collaborative to study long-term rent assistance and to report to interim committee of Legislative Assembly no later than December 1, 2020.

HB4003 B: Authorizes Housing and Community Services Department to provide grants, loans and technical assistance to organizations increasing homeownership program access to persons of color.

HB4039 A: Directs Department of Human Services to conduct statewide assessment of needs of and services for unaccompanied homeless youth in Oregon.
